Search is on for South Bend Community Re-entry Center resident that walked off
<\/strong>A resident walked away from the South Bend Community Re-Entry Center late Friday night, and officials are searching for him. Shah’heed Webster, 21, did not return to the re-entry center after work at a South Bend business around 11:40 pm Friday. A witness said they saw him getting into a vehicle. A warrant has been issued, and law enforcement is searching for Webster.<\/p>\n\n\n\n

Webster is a black male, about 160 pounds, 5-feet-6-inches tall, with black hair and brown eyes. He was sentenced to the Indiana Department of Correction in 2019 on two counts of robbery. His expected release date was January 2024.Anyone who sees Webster is asked to call police and not approach him. <\/p>\n\n\n\n

The South Bend Community Re-Entry Center, located at 4650 Old Cleveland Road, in St. Joseph County, is a low-level, minimum-security facility where residents are allowed to leave for work. Residents typically have less than two years remaining on their sentence and are actively preparing for release.<\/p>\n\n\n\n

Hidden River Pathway Project substantially completed <\/strong>
The City of Bloomington Hidden River Pathway Project is substantially complete, coming in on budget and four months ahead of schedule, according to City representatives. A reconstruction project of the downtown stormwater infrastructure from 2nd & Washington upstream\/northeast to 4th & Grant launched by the City of Bloomington Utilities (CBU) in February 2021 was contracted with Milestone Contractors, LLP, who reconstructed the culvert (see red line on map below) that carries stormwater from Dunn Meadow on IU\u2019s campus under downtown until it reappears as Clear Creek at 1st & Walnut.<\/p>\n\n\n\n

The construction cost was just over $13,000,000, with funding from the 2019 stormwater fee adjustment for all CBU customers.\u00a0This project involved 1,875 feet of tunnel, 4,000 yards of concrete, 30,000 tons of aggregate, and 754,000 pounds of reinforcing material. This amount of material was installed safely and efficiently and will route the hidden river through the downtown area and leave us better prepared for extreme weather events.\u00a0<\/p>\n\n\n\n

CBU has already repaired much of the stormwater infrastructure under downtown Bloomington over the past 22 years (see blue lines on the map below). This phase of the reconstruction was essential to help limit flooding and potential structural failures, such as the culvert underneath the intersection at 3rd & Lincoln, which required an emergency repair in 2017. <\/p>\n\n\n\n
