Search is on for South Bend Community Re-entry Center resident that walked off
A resident walked away from the South Bend Community Re-Entry Center late Friday night, and officials are searching for him. Shah’heed Webster, 21, did not return to the re-entry center after work at a South Bend business around 11:40 pm Friday. A witness said they saw him getting into a vehicle. A warrant has been issued, and law enforcement is searching for Webster.

Webster is a black male, about 160 pounds, 5-feet-6-inches tall, with black hair and brown eyes. He was sentenced to the Indiana Department of Correction in 2019 on two counts of robbery. His expected release date was January 2024.Anyone who sees Webster is asked to call police and not approach him.

The South Bend Community Re-Entry Center, located at 4650 Old Cleveland Road, in St. Joseph County, is a low-level, minimum-security facility where residents are allowed to leave for work. Residents typically have less than two years remaining on their sentence and are actively preparing for release.

Hidden River Pathway Project substantially completed
The City of Bloomington Hidden River Pathway Project is substantially complete, coming in on budget and four months ahead of schedule, according to City representatives. A reconstruction project of the downtown stormwater infrastructure from 2nd & Washington upstream/northeast to 4th & Grant launched by the City of Bloomington Utilities (CBU) in February 2021 was contracted with Milestone Contractors, LLP, who reconstructed the culvert (see red line on map below) that carries stormwater from Dunn Meadow on IU’s campus under downtown until it reappears as Clear Creek at 1st & Walnut.

The construction cost was just over $13,000,000, with funding from the 2019 stormwater fee adjustment for all CBU customers. This project involved 1,875 feet of tunnel, 4,000 yards of concrete, 30,000 tons of aggregate, and 754,000 pounds of reinforcing material. This amount of material was installed safely and efficiently and will route the hidden river through the downtown area and leave us better prepared for extreme weather events. 

CBU has already repaired much of the stormwater infrastructure under downtown Bloomington over the past 22 years (see blue lines on the map below). This phase of the reconstruction was essential to help limit flooding and potential structural failures, such as the culvert underneath the intersection at 3rd & Lincoln, which required an emergency repair in 2017.

Monroe County Road Closings and Construction for the Week of October 24, 2022

ROAD CLOSINGS

  • BRUMMETTS CREEK ROAD, between SR 46 & Old SR 46: Brummetts Creek Road will be closed in the vicinity of 550 N Brummetts Creek Road on Monday, October 24, 2022 for Monroe County CB Crews to replace a culvert. 
  • THE INTERSECTION OF SIMPSON CHAPEL ROAD & SAMPLE ROAD:  This intersection will be closed Tuesday, September 6, 2022 – Tuesday, November 15, 2022 for road construction.
  • SAMPLE ROAD, from I-69 to Old SR 37 North:  Sample Road remains closed in this area through November 23, 2022 for road construction.  Detour uses Wayport Road, Ellis Road, Showers Road and Mel Currie Road, No through trucks.  Trucks use I-69 to Walnut (Business 37 N) to Old SR 37 N.
  • SAMPLE ROAD, from I-69 to Simpson Chapel Road:  Sample Road will be closed in this area August 22, 2022 – November 15, 2022 for road construction.   Detour uses Simpson Chapel Road, Burma Road, Chambers Pike and Wayport Road. IN CASE OF FLOODING, Note:  If Bottom Road and/or Woodall Road floods, people north of Simpson Chapel will be able to use Dittemore Road.  People south of Simpson Chapel will be able to use Lawson Road.  Thru traffic will need to detour via     I-69 to Sample Road or via Mt Tabor Road.  The Sample Road north/south section (Lawson detour) will stay open until the intersection is complete at Bottom Road and Simpson Chapel Road.
  • SIMPSON CHAPEL ROAD, from Bottom Road to Sample Road:  Simpson Chapel Road remains closed in this area through November 1, 2022 for road construction.  Detour uses Bottom Road, Dittemore Road, Chambers Pike and Wayport Road.
  • SKIRVIN LANE, 75 feet south of SR 45 East:  Skirvin Lane will be closed about 75 feet south of SR 45 East on Monday, October 24, 2022 from 7 am – 3 pm for Full Depth Patching by Monroe County MVH Crews.

ROAD CONSTRUCTION

  • ISON ROAD, between Leonard Springs Road & Tower Road:  Monroe County SW crews will be ditching in this area on Friday, October 28, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • JUDEE DRIVE, end of cul-de-sac:  Monroe County MVH Crews will be full depth patching in the vicinity of 4185 S Judee Drive on Wednesday, October 26, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • LEONARD SPRINGS ROAD, between Fowler Road & May Road:  Monroe County SW Crews will be ditching in this area on Wednesday, October 26, 2022 – Thursday, October 27, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • MOON ROAD, between Texas Ridge Road & Wampler Road:  Monroe County SW Crews will be ditching in this area on Monday, October 24, 2022 – Tuesday, October 25, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • NATIONAL POINT ROAD, between Dark Hallow Road & Dowden Creek Road:  Monroe County MVH Crews will be gradall patching in the vicinity of 7144 S National Point Road on Thursday, October 27, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • SALT CREEK COURT, end of cul-de-sac:  Monroe County MVH Crews will be Full Depth Patching in the vicinity of 7480 S Salt Creek Court on Tuesday, October 25, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • THACKER ROAD, between Rockeast Road & Weaver Road:  Monroe County CB Crews will be replacing a culvert in the vicinity of 9282 W Thacker Road on Tuesday, October 25, 2022 from 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • MONROE COUNTY ROAD MAINTENANCE:  Monroe County MVH crews will be performing brief road maintenance functions, mowing, trimming trees, patching potholes, and grading gravel roads in various areas throughout the County this week during the hours of 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • MONROE COUNTY BRIDGE MAINTENANCE:  Monroe County CB crews will be performing brief bridge maintenance functions in various areas throughout the County this week during the hours of 7 am – 3 pm.  There will be lane restrictions with traffic control.
  • MONROE COUNTY STORMWATER MAINTENANCE:  Monroe County SW crews will be performing brief storm water maintenance functions, cleaning culverts and sweeping streets in various areas throughout the County this week during the hours of 7 am – 3 pm.  There will be lane restrictions with traffic control.

ISP Bloomington accepting applications for Regional Dispatcher
The Indiana State Police is accepting applications for four (4) Regional Dispatch positions at the Bloomington State Police Post that is located at 1500 N. Packinghouse Rd. Suite #200 in Bloomington. Job duties for the Regional Dispatcher include being able to process, analyze and dispatch Indiana Data and Communications System (IDACS), National Law Enforcement Telecommunications System (NLETS), and National Crime Information Center (NCIC) information to meet state and federal guidelines, utilizing their precise formats.

Successful applicants must be able to receive, record, disseminate, and accurately dispatch information to police personnel, other law enforcement agencies, and other support services through the use of a Computer Aided Dispatch (CAD) System, Records Management System (RMS), Automatic Vehicle Locator (AVL), Geographic Information System (GIS) and other Regional Dispatch Center resources. A high school diploma or GED equivalent is required. Two (2) years of public safety communications experience and emergency medical technician certification are preferred. Must become certified as a TDD/TTY operator and must have the ability to communicate effectively, both verbally and in writing.
